Hello:

My Mom's friend gave me an older budgie, and now she's suddenly sick.
I don't know what she has, but her bottom/rectum is bloody and
protruding, her feces has blood in it, and she has very little energy.
At 1st, I thought she was constipated until I saw how badly her bottom
looked. I don't know what to do, but I don't want her to die. Someone
please help!

The answer to this is outstandingly simple - take her to a vet, preferably
an avian specialist, STRAIGHT AWAY

Time/hope/wishing isn't going to make the bird better. If you don't take it
to an avian vet IMMEDIATELY, it will continue to suffer, and then die.
