Skin Problem on Hungarian Vizsla

Hi

I have a 5 year old Hungarian Vizsla who has started to get bites and
lesions on his tummy. The one thing I know it isn't is fleas as we
don't get them here. All around his groin area are what look like
bites and then up his tummy and to the top of his chest. Some seem to
have turned into lesions which have got like dry skin peeling on the
outside.

Can anyone please give me some idea of what it may be?
